La ciencia ha sido durante mucho tiempo una herramienta para desarrollar relaciones bilaterales y multilaterales. Sin embargo, la definición y las aplicaciones de la alfabetización científica se han ampliado considerablemente en los últimos años. Esta ampliación conceptual coincide con la creciente comprensión de que la ciencia y la tecnología sustentan muchos de los desafíos y oportunidades que enfrentan las sociedades actuales, ya sea como un motor o una posible solución. La integración de la ciencia en la política exterior no solo para promover los intereses nacionales, sino también para abordar los desafíos globales compartidos es una respuesta apropiada.
