CHALLENGES AND PERSPECTIVES IN THE FIGHT AGAINST CORRUPTION IN PUBLIC SERVICE

The National Policy on Transparency and the Fight Against Corruption, established by Supreme Decree No. 214 on July 22, 2009, introduced preventive measures to combat corruption in Bolivia. Law No. 974 of September 4, 2017, created the Transparency and Anti-Corruption Units, responsible for promoting prevention, managing complaints, and coordinating with the Ministry of Justice and Institutional Transparency. Subsequently, Law No. 1390 of August 27, 2021, strengthened these mechanisms, and Supreme Decree No. 4872 promoted a digitized and transparent public administration. These regulations aim to strengthen the Transparency Units, promote accountability, and establish mechanisms for the prevention and management of complaints. However, their focus is on monitoring public servants already in office, without considering a prior evaluation of their preparation and ethics. Ethics, understood as well-directed human conduct, is essential in professional behavior and must be intrinsic to the individual. Politics, as a dimension of human activity, must be subject to ethical and moral norms. Being interdependent in a democracy, it is fundamental that the people have ethical and competent professionals, which generates trust in officials and political stability, achieving the governance aspired to by states.
